I'm betting on and hoping for Maleficent to win as well.

Both her and Frollo are notorious Disney villains with much to their credit. But Frollo feels like a more realistic bad guy, with him being a corrupt minister with abuse of power and attempted genocide on his record; and that does make him more loathsome compared to the Mistress of all Evil.

It's debatable who is more evil between the two, but I love Maleficent, and I think in my best judgement that she would kill Frollo.
